The SC Safe Home Grant requires specific roof retrofit measures to strengthen homes against high winds. One of the first steps is reinforcing the roof deck attachment. Contractors typically re-nail the sheathing to rafters or trusses with 8d ring-shank, corrosion-resistant nails, spaced more closely than in older construction. In some cases, adhesive or other uplift-resisting techniques may also be used to improve the deck’s ability to stay in place during storms. Along with this, hurricane straps or other metal connectors must be installed to strengthen the roof-to-wall connection, ensuring the roof system is tied securely to the structure beneath.
Another key detail is the addition of a secondary water barrier beneath the roof covering. This underlayment prevents water intrusion if shingles or other coverings are blown away. The barrier may consist of self-adhering membranes, approved spray foams, or tapes over sheathing joints, and it must be installed as a continuous layer. Once the underlying protection is in place, the roof covering itself must be replaced with shingles or metal roofing that are rated to withstand the local wind zone and installed per the manufacturer and code requirements. Fasteners, edges, and flashing must all meet standards for uplift resistance.
The program also addresses structural weaknesses beyond the deck and covering. Homes with gable roofs must add bracing to the gable ends, which are highly vulnerable under wind loads. Contractors are expected to repair or reinforce any weak framing members, trusses, or supports so the roof performs as a unit. In addition, the overall system must integrate with protected openings and edges to reduce failure points. Together, these upgrades—deck reinforcement, water barriers, roof-to-wall tie-downs, stronger coverings, and gable bracing—form the roof construction details recognized under the SC Safe Home Grant and ensure compliance with both state guidelines and, in some cases, the IBHS FORTIFIED Roof standards.
